Program Evaluation.

As part of a comprehensive approach to enhancing your organization's effectiveness, CIC Planning Group designs, develops, and evaluates programs aimed at improving the quality of services you provide to others.  Some recent examples of CIC's work in Program Design and Evaluation include:
  • Program and Organizational Change. Gilchrist County School District and the North East Florida Educational Consortium.  Performed a formative and summative assessment related to implementing a Human Capital Management System for the purposes of employing, training, supporting, deploying, and compensating school teachers and principals in 9 rural counties in northeast Florida.
  • 21st Century Community Learning Centers. Putnam County School District, Palatka, Florida.  Performed a formative and summative assessment of 11 -  21st Century after school program sites.
  • Adult Drug Court. St. Louis Drug Court, St. Louis, Missouri.  Conducted a process and outcome evaluation of a young adult, judicial diversion program.
  • Care Access for New Americans (CANA). St. Louis Board of Mental Health Trustees, St. Louis, Missouri.  Conducted an assessment of the structural effectiveness of a collaborative network designed to serve the mental health needs of immigrants and refugees.
  • Rural Mental Health Collaborative. Putnam Behavioral Health Care, Palatka, Florida.  Designed and implemented a formative and summative evaluation to address the implementation and outcomes associated with developing a rural mental health and substance abuse collaboration.
  • Survivors of Torture. Saint Louis Board of Mental Health Trustees, St. Louis, Missouri.  Prepared models for assessing the mental health, substance abuse, and quality of life outcomes for immigrants and refugees who had been subjected to state-sponsored torture prior to their immigration to the U.S.
  • Parent Information Resource Center. Accion Social Comunitaria, St. Louis, Missouri.  Program Evaluator for federal grant to train and empower Latino families to engage in their children’s education.  The assessment included measures of parent engagement and knowledge as well as their children’s academic performance.
  • Self Determination in a Medicaid Environment. Ohio Department of Mental Retardation and Developmental Disabilities, Columbus, Ohio.  Project Evaluator for Ohio’s System Change Initiative designed to move from institutionally-driven services toward consumer-controlled and directed services.  Program Evaluation considered process variables such as the participation of stakeholders and outcome evaluation involved the use of various scales to determine the effectiveness of changes on consumer control and the quality of their lives.
  • Teacher Incentive Fund. Putnam County School District, Palatka, Florida.  Designed and implemented a formative and summative evaluation plan to address the impact of teacher evaluations and performance based compensation on instructional practice and student achievement.
  • Multicultural Training. Mental Health Board of St. Louis City, Missouri.  Program Evaluator for an initiative to train mental health direct service workers toward improved cultural competence in serving African Americans, Latinos, and four ethnic minorities that were recent migrants to St. Louis.  Program evaluation consisted of process measures pertaining to implementation fidelity and a pre-post assessment of outcome measures based on a multi-instrument assessment of cultural competence.
  • Primary Care Program Evaluation - Health Services Delivery - Ryan White Title III. ConnectCare, St. Louis, Missouri.  Designed a model of primary care evaluation emphasizing an assessment of early intervention consumer outcomes. Evaluated the activities of multiple service delivery sites for 10 successive years.
