Experience
with Comprehensive Community Planning |
CIC has experience both with Comprehensive
Community Planning and specialized, or Strategic Planning.
Prior assignments in Strategic Planning have typically
been oriented around an economic development, affordable
housing, recreational planning, or transportation issues.
We are familiar with recent trends in zoning ordinances,
the use of development incentives, building infrastructure
improvements into development plans, annexation strategies,
and the use of federal funding to facilitate local and
regional development.
Our previous clients have typically been
smaller, suburban communities who are experiencing significant
growth as a result of population shifts. However, we have
also worked in urban core areas of major metropolitan
cities.

with Affordable Housing |
CIC is committed to assisting agencies
and communities in meeting National Affordable Housing
Act goals. In the past our staff have assisted communities
with their Comprehensive Housing Affordability Strategies
(CHAS) plans and are experienced in applying HUD programs
under HOPE and HOME. We have project experience in the
use of such initiatives as Supportive Housing, Independent
Group Residences (IGR's), HUD Section 202, Shelter Plus
Care, CDBG funds, Section 8, HoPWA, HUD Section 811, as
well as a variety of State and local funding programs.

Experience
with Transportation & Transit |
CIC has experience with state transportation
agencies in Missouri, Illinois and Florida on projects
related to Transit System Planning, Facility Site Selection,
Parking Studies, Paratransit Services Planning & Management,
Community Transportation Systems Planning, Origin?Destination
Studies. As is the case with all our other work, our objectives
in Transit Planning are always focused around cost-efficient
solutions to transit problems. Work products typical of
our assignments include: maintenance management, demand
forecasting, vehicle replacement planning, fare elasticity
planning, mode-split analysis, gravity modeling of trip
origins/destinations, marketing, automated routing/scheduling,
and efficiency analysis.
To facilitate these solutions, our staff
have experience with a wide range of funding opportunities,
including: FTA Sections 5309, 5310, and 5311; FTA Planning
Funds; Community Services Block Grants; Title XX Block
Grants; STP and CMAQ programs; Title V Older American's
Act; and various State and consumer-specific initiatives.
